The EU-Splitter Cable is a special cable which prevents EU from flowing through it when a redstone current is applied. The Splitter Cable doesn't respond to some mod added redstone signals (e.g. RedPower's Red Alloy Wire is not compatible and will not activate the splitter, however, Wireless Receiver "will" work), so most reliable option is to use a redstone signal that comes from vanilla Redstone Dust or a Redstone Repeater. With a latch\datacell redstone gate and EU-Detector Cable, a Splitter Cable can be used to automatically switch storage blocks on overflow or depletion.
